نامه سرگشاده به دبیر کل سازمان ملل متحد - ۱۸ آذر ۱۳۹۸

عالیجناب آنتونیو گوترش،

با بهترین احترام‌ها، این نامه را در ارتباط با قساوت‌ها و بی‌رحمی‌هایی که در ایران در حال رخ دادن است، برای شما و دفتر عالی‌تان می‌نویسم و می‌خواهم انتظارات هم‌میهنانم برای اتخاذ اقدامات موثر از سوی سازمان ملل را به اطلاع شما

همان‌طور که آگاه هستید، مردم ایران در طول یک ماه گذشته درگیر یک جنبشی اعتراضی بزرگ و سراسری بوده‌اند. این جنبش برای رسیدن به آزادی و کرامت انسانی، بیش از ۲۰۰ شهر در سراسر ایران را در بر گرفته است و از سوی ایرانیان در سراسر جهان پشتیبانی می‌شود. ریشه‌ی این خیزش جدید، نارضایتی گسترده مردم ایران از رژیم است؛ اگرچه جرقه‌اش با افزایش دویست درصدی قیمت بنزین زده شد که خود ناشی از فساد و سوء مدیریت داخلی رژیم است. این نارضایتی‌ که با آرزو برای پایان دادن به رژیم همراه شده، نه فقط نتیجه‌‌ی چهل سال ستم و سرکوب، که حاصل رنج فراگیر یک ملت محروم است.

این رژیم در پاسخ به خواسته‌های اصیل و نجیبانه ملت ایران، تنها سرکوب و خشونت وحشیانه‌ بیشتری را مرتکب شده است. این سرکوب و خشونت، شامل کشتن صدها معترض از جمله کودکان، و نیز مجروح،شکنجه و زندانی کردن بی‌پایه و ناعادلانه هزاران نفر دیگر می‌شود. جمهوری اسلامی در تلاشی برای خنثی‌سازی اعتراضات و نیز جلوگیری از اینکه جهان نظاره‌گر قتل‌عام بی‌پروایانه‌ی معترضان باشد، اینترنت را در سراسر کشور قطع و نیز ارتباطات تلفن‌های ثابت و همراه را مختل کرد تا برقراری ارتباط ایرانیان با یکدیگر را در داخل و خارج محدود سازد.

عالیجناب، قساوت‌ها و بی‌رحمی‌هایی که در ایران به وقوع پیوسته، مصداق جنایت علیه بشریت است که بازداشت‌های سیستماتیک، شکنجه و کشتن بسیاری از ایرانیان به خاطر هویت فرهنگی و آرمان‌های ملی‌شان را شامل می‌شود. بدیهی‌ست که این رژیم از طریق سرکوب وحشیانه و قتل‌عام ایرانیان، در واقع در پی نابودی ملت ایران و تاریخ آن است. عالیجناب، آنچه امروز مردم ایران با آن روبرو هستند، عملا یک نسل‌کشی است.

من از شما می‌خواهم که برای پایان دادن به این قتل‌عام، از تمام امکانات و ابزارهای در دسترس از جمله ظرفیت شورای امنیت سازمان ملل متحد استفاده کنید. من در سال ۲۰۱۲ در نامه‌ای به رییس پیشین سازمان ملل متحد، نقش مهمی را که این نهاد باید در ارجاع مدعیات مستند و محکمه‌پسند ما به دادگاه بین‌المللی کیفری، منطبق با ماده ۱۳-ب اساسنامه رُم ایفا کند، برجسته کرده بودم. امروز، از نظر مسوولیت، وجدان و عمل، بارِ چه بسا سنگین‌تری بر روی دوش شما است. سکوت در سازمان ملل، به معنای چشم‌ پوشیدن از اقدامات جمهوری اسلامی تعبیر خواهد شد. سازمان ملل متحد که پاسداری از حقوق بشر را به عنوان یک وظیفه اصلی خود پذیرفته، دیگر نمی‌تواند در سکوت به تماشا بنشیند؛ بلکه باید به اقداماتی فوری و ضروری دست بزند تا کشتار مردم ایران از سوی جمهوری اسلامی متوقف شود.

Your Excellency,

I am writing to you and your high office yet again with respect to the most recent atrocities taking place in Iran and to communicate my compatriots’ expectations of effective measures to be undertaken by the United Nations.

As you are aware, during the past month, the people of Iran have been engaged in a massive, grassroots protest movement. This movement for liberty and dignity has spread to over two hundred cities across Iran and is supported by Iranians around the world. Triggered by a two hundred percent hike in petrol prices due to the regime’s endemic mismanagement and corruption, this most recent uprising is based on the widespread discontent of the Iranian people. This discontent, and the associated aspiration to put an end to this regime, is the result of not only forty years of oppression but also the pervasive suffering of a disenfranchised nation.

This regime, in response to the noble aspirations of the Iranian nation, has perpetrated only further brutal repression and violence. This includes the killing of hundreds of protestors, including children, as well as the maiming, torturing, and unjust and baseless imprisonment of thousands more. In an attempt to quell the protests and prevent the world from witnessing the regime’s wanton massacre, the Islamic Republic shut down internet access throughout the country and also disrupted landline and mobile phone connections, limiting Iranians’ ability to communicate both internally and externally.

Your Excellency, the atrocities perpetrated in Iran are crimes against humanity. They include the systematic jailing, torturing and killing of countless ordinary Iranians on the basis of their cultural identity and national aspirations. It is clear that this regime, through its brutal repression and mass murder of Iranians, seeks the destruction of the Iranian nation and its history. Your Excellency, what the Iranian people are facing today is effectively a genocide.

I urge you to use all means at your disposal to end this massacre, including the United Nations Security Council. In a letter addressed to your predecessor in 2012, I highlighted the role this body must play in referring our well-evidenced claim to the International Criminal Court under Article 13-b of the Rome Statute. Today, the burden of conscience, responsibility, and action rests even more heavily on your shoulders. Silence at the United Nations will be interpreted as condoning the Islamic Republic’s actions. The United Nations, which holds the safeguarding of human rights as a principal mandate, can no longer watch silently but must take urgent and immediate measures to stop the Islamic Republic from continuing its massacre of our people.
